@KathyReid I really wish these initiatives would stop going after "top" scientists, who are arguably best-positioned to weather the storm and fight for US research, and instead focus on rescuing the generation of early-career scientists who are being driven out of research altogether by the Trump regime's policies. All the European countries' initiatives I've seen are doing the same thing as this one. It's a short-sighted approach that, in my humble opinion, also does the least amount of good.
